The harmonic representation of inequalities (Horn, 1960) is a method for calcu
lating tides that is similar to the non-harmonic procedure; however, the inequali
ties of high and low waters as regards time and level are calculated in a man
ner similar to the harmonic procedure by the combination of periodic elements.
Unfortunately, many marine scientists use ready-made programme modules of
the harmonic procedure (e. g. Pawlowlcza et al., 2002) for compiling their tidal
analyses and tidal syntheses, without knowing about the limitations connected
with this method. Frequently, the use of synthesis programme modules creates
also demand for “tide constants” from the German coastal gauging stations,
even though the tidal conditions on site are by no means constant. Since 1966,
the German Federal Maritime and Hydrographic Agency refrains from publish
ing such “constants”. Hydrographic offices In other countries still continue to
issue such Information, because often the local tide conditions are not as com
plicated as they are at the German flat coasts.
