In das vom BSH geführte Internationale See
schiffahrtsregisterwaren 538 Schiffe mit einer BRZ
von 7,7 Millionen (Vorjahr 480 Schiffe mit BRZ
6 Millionen) eingetragen; 312 Schiffe mit BRZ
2,2 Millionen erhielten die Genehmigung zu einer
befristeten Ausflaggung.
Die Prüfung der nautischen Schiffsausrüstung
als wichtiges Element der Schiffssicherheit führt
das BSH auf der Grundlage internationaler und
europäischer Standards durch, wie dies nunmehr
auch durch das am 1. Oktober 1998 in Kraft getre
tene Schiffssicherheitsgesetz vorgegeben wird. An
der Entwicklung dieser Standards ist das BSH aktiv
beteiligt. Neben der Baumusterzulassung neuer
Geräteentwicklungen war die Prüfung der nauti
schen Ausrüstung an Bord von Neubauten wie
derum ein Arbeitsschwerpunkt. Ab 1. Januar 1999
ist das Prüfwesen in Europa durch die EU-Schiffs-
ausrüstungs-Richtlinie neu geordnet. Das BSH ist
bei der Europäischen Kommission als zuständige
deutsche Stelle für die Baumusterprüfung und die
Qualitätssicherung für die Produktion von Navigati-
ons- und Funkausrüstung benannt worden. Dazu
sind die Baumuster-Prüfeinrichtungen des BSH
nach umfassender Vorarbeit als Prüflabor nach der
Norm EN 4501 akkreditiert worden. Als Bestandteil
der Akkreditierung ist ein Qualitätsmanagementsy
stem nach ISO 9001 für die gesamte Abteilung
Schiffahrt des BSH zertifiziert worden. Um Geräte
herstellern und der Schiffahrt die Umstellung auf
die neuen Regelungen zu erleichtern, hat das BSH
mit allen Betroffenen eine umfassende Informati
onsveranstaltung durchgeführt.

The BSH carries out type-testing of nautical
equipment, a prerequisite to safe navigation, on
the basis of European and international standards
and now also in accordance with the “Schiffssi-
cherheitsgesetz” (Ship Safety Act) which entered
into force on 1 October 1998. The BSH contrib
utes actively to the development of these stand
ards. Also in 1998, the type-testing and approval
of newly developed nautical equipment and in
spections of nautical equipment on board new
ships were a cornerstone of the BSH’s work. As of
1 January 1999, the testing of nautical equipment
in Europe must be in conformity with the recent
EU Directive on Marine Equipment. The BSH has
been named to the European Commission as the
German notified body in charge of type-testing
and assessing the production quality of nautical
and radio equipment. For that purpose, the BSH
obtained the mandatory EN 4501 accreditation as
a testing laboratory, which involved major prepa
rations concerning its type-testing equipment and
procedures. A certification of the quality manage
ment system of the BSH’s shipping department
according to ISO 9001 forms part of the accre
ditation. The BSH organized an information meet
ing to familiarize equipment manufacturers and
the shipping industry with the new regulations.
