• nationale Umsetzung einer EU-Richtlinie über die 
Pflicht zur Entsorgung von Rückständen aus dem 
Schiffsbetrieb in den Häfen. 
Kompromisslos: 
Bußgelder bei Umweltverstößen 
Die Überwachung der schleichenden und permanen 
ten Veränderungen des natürlichen Lebensraumes 
gehört zu einem effektiven Meeresumweltschutz. 
Gleichzeitig gilt unser besonderes Augenmerk der 
Verfolgung und Ahndung von Umweltverstößen, die 
eine akute Gefährdung für die marine Umwelt bedeu 
ten. Das BSH ahndet Verstöße der Schifffahrt gegen 
Umweitvorschriften, soweit es sich um Ordnungs 
widrigkelten handelt. Geahndet werden Zuwider 
handlungen im Umgang mit Chemikalien, Schiffsab 
wässern und Schiffsmüll sowie Mängel in der Füh 
rung von Öl- und Ladungstagebüchern, die unter 
anderem als Nachweis über den Verbleib der Rück 
stände herangezogen werden. Dabei geht es auch 
um Illegale Bypassleitungen, die unter Umgehung 
der Kontrollsysteme im Maschinenraum das Einleiten 
von Ölrückständen In das Meer ermöglichen.

Effective marine environmental protection requires 
monitoring of the gradual, persistent changes taking 
place in the natural habitat. Besides monitoring, our 
focus Is on the prosecution of environmental offences 
posing a threat to the marine environment. The BSH 
prosecutes violations of environmental regulations by 
shipping which constitute administrative offences. 
Fines are Imposed for violations of regulations con 
cerning the handling of chemicals, ship's wastes and 
garbage as well as improper keeping of the Oil and 
Cargo Record Books, which can be used as evi 
dence for the disposal of waste and residues. We are 
also dealing with illegal bypass lines through which 
oily residues can be discharged without passing 
through the engine room control systems. 
2003 
• The waterways police of the German coastal 
states checked more than 6,000 vessels and 
found environmental offences in 1,533 cases, 
251 of which were referred to the BSH for further 
handling. 
• The BSH dealt with 125 administrative offences 
Including 34 cases In which Illegal bypass lines 
had been used and 85 cases in which the Oil 
Record Book had not been kept properly. 
• The total amount of fines imposed by the the BSH 
was about 206,000 Euro; the proceedings were 
stayed In 13 cases.
