schen Standort für Reedereien wieder attraktiver zu 
machen, stellt der Bund Im Rahmen des Maritimen 
Bündnisses für Beschäftigung und Ausbildung 
Finanzmittel zur Senkung der Lohnnebenkosten und 
zur Ausbildungsförderung auf Handelsschiffen unter 
deutscher Flagge bereit. Für die Durchführung der 
Förderprogramme Ist das BSH verantwortlich.

Die fachliche Qualifizierung von Seeleuten Ist für 
die Schiffssicherheit ganz entscheidend. In bis zu 
80 Prozent aller Seeunfälle soll der „human factor“ 
zumindest mitursächlich sein. Um sicher zu gehen, 
dass kompetente Seeleute zum Zuge kommen, gibt 
es Internationale Mindeststandards zur Qualifizierung 
und Ausbildung. Sie legen fest, welche Patente oder 
Zeugnisse erteilt werden können, welche einheitli 
chen Zeugnisinhalte, Gültigkeitsvermerke und Kon

The qualification of mariners Is crucial to the safety of 
navigation. In up to 80 percent of all marine casual 
ties, the “human factor” Is said to have played a role. 
In order to make sure that only adequately qualified 
mariners are allowed to navigate ships, International 
minimum qualification and training standards have 
been defined. The standards specify the require 
ments for certificates, uniform certificate contents, 
endorsements, and checks. For validity and authen-
