2004 war für das BSH erneut ein erfolgreiches Jahr. 
Als zentraler Partner für Schifffahrt, Umwelt und ma 
rine Wirtschaft In Deutschland hat das BSH seine 
Leistungen konstant fortgeführt und weiter ausgebaut. 
Hervorzuheben ist insbesondere die termingerechte 
Umsetzung der Internationalen Maßnahmen zur Ab 
wehr terroristischer Gefahren auf See. Praktisch alle 
deutschen Seeschiffe konnten rechtzeitig mit den er 
forderlichen Zeugnissen ausgestattet werden - ein 
Kraftakt, der auch dank guter Internationaler Koopera 
tion weitgehend geräuschlos vorüberging. Einen voll 
ständigen Überblick unserer Aktivitäten und Arbeits 
ergebnisse gibt dieser Jahresbericht. 
Mit der Entscheidung des Gesetzgebers, das Raum 
ordnungsgesetz auf die ausschließliche Wirtschafts 
zone In Nord- und Ostsee auszudehnen, wird ein 
neues Kapitel im Leistungsspektrum des BSH aufge 
schlagen: die Aufgabe einer übergreifenden marinen 
Raumplanung. Gerade auch mit Blick auf neue Nut 
zungsarten wie die Aquakultur und marine Biotech 
nologie oder die Energiegewinnung aus dem Meer, 
die mit der Errichtung von Offshore-Wlndparks erst 
am Anfang steht, wird deutlich, dass das BSH damit 
ganz wesentlich an der nachhaltigen und umweltver- 
trägllchen Entwicklung einer prosperierenden mariti 
men Wirtschaft beteiligt Ist. 
Bel den vorherrschenden schwierigen Rahmenbedin 
gungen Ist eine positive Bilanz keine Selbstverständ 
lichkeit. Und voraussichtlich wird 2005 noch schwie 
riger als das Vorjahr. Ich möchte daher die Gelegen 
heit nutzen, den Mitarbeiterinnen und Mitarbeitern 
des BSH für die loyale Zusammenarbeit und den gro 
ßen persönlichen Einsatz zu danken, der für das be 
achtliche Jahresergebnis ausschlaggebend gewesen 
Ist.

2004 has been another successful year for the BSH. 
As a crucial partner to shipping and the maritime 
Industry and an agency In charge of environmental 
Issues, the BSH has continued and expanded Its 
range of services. A special achievement was its 
timely implementation of international regulations 
aimed at enhancing maritime security and preventing 
acts of terrorism at sea. Virtually all seagoing ships 
flying the German flag were provided with the re 
quired certificates - an all-out effort that has been 
accomplished smoothly, also thanks to good inter 
national co-operation. A complete survey of our 
activities and work results Is provided in this Annual 
Report. 
Legislation has been passed to amend the Spatial 
Planning Act and extend its scope to the German 
Exclusive Economic Zone In the North Sea and Baltic 
Sea. This will open up a new chapter in the BSH’s 
range of activities: comprehensive marine spatial 
planning. Taking into account new marine uses such 
as aquaculture, marine biotechnology, and energy 
production at sea including the erection of offshore 
wind farms, which Is still In Its Infancy, It Is becoming 
clear that the BSH will have an important role in pro 
moting the sustainable and environmentally compat 
ible economic development of key marine sectors. 
Considering the generally difficult economic frame 
work conditions, a favourable balance will not be a 
matter of course. And 2005 is likely to be an even 
more difficult year than the preceding one. Therefore, 
I would like to take the opportunity to thank all 
employees of the BSH for their high commitment and 
loyalty, which have been instrumental in achieving 
our good annual result.
