Internationaler Sicherheitskodex zum
Schutz gegen Terror
2004 sind für Schiffe und Hafenanlagen umfangrei
che internationale Sicherheitsmaßnahmen zur Ab
wehr terroristischer Gefahren in Kraft getreten. Welt
weit sind mehr als 60 000 Schiffe von den neuen
Regelungen betroffen. Das BSH sorgt für die erfolg
reiche Umsetzung und Kontrolle der Sicherheitsmaß
nahmen bei Seeschiffen unter deutscher Flagge. Für
die Sicherheit in den Häfen sind die Bundesländer
zuständig.
2004
• 372 Seeschiffe hat das BSH in einem einmaligen
Kraftakt termingerecht mit den geforderten international
gültigen Sicherheitszeugnissen ausgestattet, zuvor die
Gefahrenabwehrpläne genehmigt sowie die notwendige
Stammdatendokumentation erstellt und damit sicherge
stellt, dass die Schiffe problemlos ausländische Häfen
anlaufen konnten.
• Das BSH prüfte und begutachtete rund 30 Ausbildungs
stätten, die die geforderten Fortbildungen zum Beauf
tragten für die Gefahrenabwehr im Schifffahrtsunter
nehmen oder an Bord durchführen.

Comprehensive international security measures for
ship and port facilities, which are aimed at prevent
ing acts of terror, entered into force in 2004. More
than 60,000 ships worldwide are affected by the new
regulations. The successful implementation of securi
ty measures on board seagoing vessels flying the
German flag is ensured by the BSH. Security in
German ports is a task of the Federal states.
2004
• In an all-out effort, the BSH provided 372 seagoing
vessels on schedule with the mandatory International
Ship Security Certificates, which involved approval of
the required Ship Security Plan and issue of a Continuous
Synopsis Record in each individual case to ensure that
vessels have no problems entering foreign ports.
• The BSH reviewed some 30 professional training
institutions offering training courses that are man
datory for Ship and Port Security Officers.

verhindern, gehören aktuelle Seekarten und andere
“Have fair winds and at least a foot of water under
the keel!” - updated charts and other nautical publi
cations are mandatory on board seagoing ships to
avoid hazards to shipping and the marine environ
ment. Due to frequent changes in features of naviga
tional importance such as fairway depths, the charts
and publications - including those carried on board
ships - have to be continually updated. In Germany,
the BSH is the authority issuing the official charts and
Sailing Directions as well as special chart series and
publications for small-craft shipping. Also in recrea
tional boating, up-to-date charts should be an indis
pensable part of voyage planning, just like a techni
cal inspection of the boat and its equipment.
