Deutschland als Exportnation braucht das 
Meer und die Seewege. Der Transport 
über See prägt unser traditionelles Ver 
ständnis der Meeresnutzung. Die Ziele der 
Bundesregierung zur Gewinnung regene 
rativer Energie definieren das Meer auf 
für unsere Gesellschaft noch ungewohnte 
Sichtwelse als Produktionsraum. Die Ent 
wicklung maritimer Technologien und der 
Bau von Spezialschiffen sind heute we 
sentliche Felder deutscher Innovationen. 
Die Meeresnutzung und die maritime Wirt 
schaft sind von herausragender Bedeutung 
für die Wettbewerbsfähigkeit Deutschlands 
als Technologie-, Produktions- und Logis 
tikstandort. Das gilt auch für die Regionen, 
die eher weit weg von der Küste liegen und 
Seeverkehr als Teil Ihrer Transportkette 
nicht unmittelbar erleben. Signifikante Telle 
des Gesamtumschlags des Hafens Ham 
burg z. B. wurden mit Gütern von und nach 
Bayern, Baden-Württemberg, Hessen, 
Rheinland-Pfalz und Nordrhein-Westfalen 
realisiert. 
Gleichzeitig werden unsere Meere als 
Natur- und Erholungsraum hoch geschätzt. 
Wir brauchen daher eine sichere, um 
weltgerechte und gleichzeitig effiziente 
Schifffahrt genauso wie Nachhaltigkeit bei 
der noch wachsenden Meeresnutzung. 
Für diese Ziele setzt sich das BSH als 
die maritime Behörde der Bundesrepu 
blik Deutschland mit seinen Diensten und 
Fachaufgaben, aber auch mit besonderen 
Projekten In der angewandten Forschung 
täglich ein. 
Sicherheit In der Seeschifffahrt umfasst 
weit mehr als sichere Schiffe und die De 
finition von Verkehrswegen oder Verhal 
tensregeln auf See. Sichere Technik an 
Bord und qualifizierte Crews, die profes 
sionell mit den Ihnen anvertrauten Gütern

As an export nation, Germany needs the 
sea and sea routes. Transport by sea 
characterises our traditional understand 
ing of using the oceans. The Federal 
Government’s goals for the generation of 
regenerative energy define the sea as a 
sphere of production and thus in a man 
ner as yet unfamiliar to our society. These 
days, the development of maritime techno 
logies and the building of special purpo 
se ships are essential areas of German 
innovation. 
The utilisation of the sea and the maritime 
industry are of significant importance for 
Germany’s competitive capability as a site 
for technology, production and logistics. 
This applies also to those regions that 
are rather more removed from the coast 
and do not immediately experience mari 
time traffic as part of their transport chain. 
For instance, significant parts of the total 
transshipment of the port of Hamburg were 
realised with goods from and to Bavaria, 
Baden-Württemberg, Hessen, Rhineland- 
Palatinate and North Rhine-Westphalia. 
At the same time, our oceans are highly 
appreciated as a natural and recreational 
space. We therefore need safe, environ 
mentally compatible and at the same time 
efficient shipping just as much as we need 
sustainability in the as yet still increasing 
utilisation of our oceans. These are the 
goals the BSH as the maritime authority of 
the Federal Republic of Germany pursues 
on a daily basis with its services and spe 
cial duties as well as with specific projects 
in the field of applied research. 
Safety of maritime navigation entails far 
more than safe ships and the definition 
of transport routes or codes of conduct at 
sea. Safe technology on board ship and 
qualified crews who handle both the goods
