im Golf von Mexiko. Die größte Ölkatastrophe in
der Geschichte der USA ist Grund genug, sich
auch bei uns immer wieder eingehend mit dem
Thema „Öl im Meer“ zu befassen. Deutschland ist
gut aufgestellt - das ist ein Ergebnis des Sympo
siums „Öl im Meer“, das das BSH zusammen mit
Partnern im Jahr 2010 ausgerichtet hat.
Bislang sind die maritimen Verkehrswege von
größeren Katastrophen verschont geblieben,
trotz der immensen Verkehrsdichte vor unseren
Küsten. Wichtige Voraussetzung dafür sind effi
ziente internationale Regelwerke, deren Einhal
tung überwacht und durchgesetzt wird. Auch dafür
setzen sich die Kolleginnen und Kollegen im BSH
mit großem Engagement, Fachkompetenz und
langjähriger Erfahrung ein. Zuverlässig werden die
Aufgaben rund um die deutsche Flagge genau wie
zu Sicherheit und Umweltschutz auf Seeschiffen
erledigt - ob beim Ausstellen von Zeugnissen und
Zertifikaten, bei der Prüfung und Zulassung oder
der europaweiten Überwachung von Schiffsaus
rüstungen oder bei der Verfolgung von Verstößen.
Auch hier haben wir die Wirtschaft im Blick: Ein
Arbeitsschwerpunkt für 2011 wird sein, den Zu
gang zur deutschen Flagge zu vereinfachen und
noch kundenfreundlicher zu werden.
Gesichertes Wissen über die Ressource Meer und
eine intakte Meeresumwelt ist für die Schifffahrt
und für „neue Nutzer“ des Meeres genau wie für
den Gesetzgeber unverzichtbar. Internationale
Übereinkommen müssen weiterentwickelt, umge
setzt und ihre Einhaltung überwacht werden. Un
sere Aufgabe ist es deshalb auch, Veränderungen
im Meer genau zu beobachten, zu analysieren
und die Ergebnisse nutzbar zu machen - immer
im Dienst für Schifffahrt und Meer.
Dafür allen Kolleginnen und Kollegen ein herz
liches Dankeschön: für Ihren täglichen Einsatz,
Ihre Begeisterung für die Sache und nicht zuletzt
für das Ertragen so mancher Unannehmlichkeiten,
die mit der Renovierung unserer Dienstgebäude
verbunden sind.

The worst-ever oil catastrophe in the history of
the U.S.A., which should be cause enough for
us, too, to keep the issue of oil in the marine
environment on the agenda. Germany is in a
good position - that is the result of a symposium
on this subject which was hosted by the BSH in
2010, in co-operation with partners.
Up to now, there have been no major disasters
in the maritime navigation routes despite the
dense ship traffic along our coasts. This is due
to effective international regulations and to the
monitoring and enforcement of their compliance.
The BSH’s employees show high commitment,
expert knowledge, and experience in this sector.
They are highly proficient in their special fields,
which are tasks related to shipping under the
German flag and the safety and security of
seagoing ships - encompassing everything
from the issuance of certificates, type-testing,
approval and surveillance of marine equipment
on European scale to the prosecution of offen
ces. Here, too, our focus is on the economy. One
of our top priorities in 2011 will be simplified
registration under the German flag and further
improvement of our customer relations.

Profound knowledge of the oceans as a natural
resource and of the marine environment is cru
cial to shipping, to “new users” of the oceans and
to the legislator. International conventions are
developed further and have to be implemented,
and compliance with their provisions has to be
monitored. Therefore, we have the duty to ob
serve and analyse any changes taking place in
the marine environment, and to make available
the data thus obtained for practical uses -as a
provider of services to shipping and the marine
environment.
I would like to thank all employees of the
BSH for their dedication and high motivation,
especially taking into account the fact that
they often have to work in quite uncomfortable
conditions due to the ongoing renovation of
our office building.
