Vorhandene technische Entwicklungen wie das 
Nord-Ostsee-Küsten-Informationssystem 
(NOKIS) und die Geodateninfrastruktur des 
BSH (GDI-BSH) werden als Grundstock für die 
nationale marine Dateninfrastruktur genutzt. Die 
Zusammenführung aller Informationen aus den 
Bundes-, Landes- und Forschungseinrichtungen 
stellt eine Herausforderung dar, die sowohl tech 
nologisch-funktional als auch organisatorisch 
rechtlich eine neue Qualität erreichen soll. Dazu 
besteht erheblicher Entwicklungsbedarf. 
Das Vorhaben ist eingebettet in eine Reihe von 
Entwicklungen und Rahmenvorgaben, die von 
der europäischen Ebene bis zur Landesebene 
reichen. Hierzu gehören auf europäischer Ebene 
die INSPIRE-Richtlinie (Infrastructure for Spatial 
Information in Europe), die Wasserrahmenricht 
linie (WRRL), Natura2000 und die Meeresstra 
tegie-Rahmenrichtlinie (MSRL), aus denen sich 
unmittelbar einerseits technische Spezifikationen 
und Vorhabensregularien und andererseits 
Anforderungen an die jeweiligen Berichtspflich 
ten ableiten lassen. Auf nationaler Ebene muss 
BSH’s geospatial data infrastructure (GDI-BSH). 
The compilation of all data available at federal 
and state agencies and research institutions 
constitutes an unprecedented challenge not only 
in technological and functional respects but also 
under organisational and legal aspects. It will 
require a considerable development effort. 
The project is embedded in a number of develop 
ments and framework requirements ranging from 
European to local level. On the European level, it 
involves the INSPIRE Directive (Infrastructure for 
Spatial Information in Europe), the Water Frame 
work Directive (WFD), Natura2000, and the 
Marine Strategy Framework Directive (MSFD), 
which provide details on technical specifications, 
rules and regulations applying to the project, and 
specifics on reporting requirements. On the na 
tional level, MDI-DE must comply with statutory 
requirements such as the “Geodatenzugangs- 
gesetz” (GeoZG, act on geospatial data access) 
and has to be integrated into existing geospatial 
data infrastructure projects, e.g. GDI-DE.
