offshore wind energy 
Today, the oceans are more than just transport 
routes, food sources, recreational areas, or sources 
of raw materials. Attention has centred on them in 
connection with the search for renewable energies. 
Offshore wind farms are supposed to have a high 
potential because offshore energy production 
may be about 40 percent higher than comparable 
onshore production. The BSH, which is the 
German Federal agency responsible for approving 
the construction and operation of offshore wind 
farms outside the 12 nautical mile boundary in 
the Exclusive Economic Zone (EEZ), has received 
30 applications for projects In the North Sea and 
Baltic Sea. 
In den einzelnen Genehmigungsverfahren werden 
unter anderem Belange des Seeverkehrs, des Natur- 
und Umweltschutzes, der Marine, Fischerei sowie die 
Interessen anderer Nutzer, z.B. Betreiber von Pipe 
lines und Unterwasserkabeln einbezogen - ein nicht 
Immer ganz einfacher Spagat zwischen konkurrieren 
den Zielvorstellungen. Für jedes Windparkprojekt 
wird unter Einbeziehung aller Beteiligten entschie 
den, welche Begleltuntersuchungen zu möglichen 
Umweltauswirkungen jeweils durchzuführen sind. Ge 
nehmigungen werden zunächst nur auf Pllotphasen 
bis zu maximal 80 einzelnen Windenergieanlagen 
(WEA) beschränkt. Entscheidungen über spätere 
Ausbaustufen sind abhängig von den weiteren prak 
tischen Erfahrungen über die Auswirkungen der 
Anlagen. Mit der Genehmigung von „Borkum West“ 
gab das BSH 2001 erstmals grünes Licht für zu 
nächst 12 WEA. Es Ist weltweit der erste genehmigte 
Windpark in einer Entfernung von ca. 40 km vom 
Festland und In Wassertiefen von über 25 m. 
• Im Dezember 2002 genehmigte das BSH die 
Errichtung von 80 WEA, die 34 km westlich von 
Sylt geplant sind. 
In our approval procedure, the concerns of maritime 
transport and environmental protection as well as the 
interests of navy, fisheries, and other users, e. g. 
pipeline and submarine cable operators, are taken 
into account - at times a difficult balancing act 
among competing targets. Every windfarm project 
has to be reviewed individually, with Involvement of 
all interested parties, to decide on the potential envi 
ronmental Impacts to be assessed in each case. 
For the time being, approvals are only granted for 
pilot phases with maximally 80 single turbines. 
Decisions on later expansion phases will be made 
taking into account the observed Impacts of such 
offshore Installations. By approving the “Borkum 
West” windfarm, the BSH for the first time gave the 
green light to the pilot-phase construction of 12 off 
shore wind turbines. It is the first approved wind farm 
project worldwide to be constructed about 40 km 
from land in over 25 m of water. 
• In December 2002, the BSH approved the con 
struction of 80 wind turbines 34 km west of Sylt. 
• Issue of 20 permits for ground investigations within 
the framework of wind energy projects.
